I want to play a character that never stops moving be in combat or out of it. I got a decent movement speed at this point but I am at a complete loss as to what to do with it. The only idea I've had so far is playing a binder and binding Paimon.
The game probably won't progress past 8 or 10 so a few of the other fun options aren't really possible.
Any ideas?

Scout maybe?
It has Skirmish which allow you to deal extra damage as long as you are moving and he can be a decent roguelike character....

Thief acrobat, + braiciation and a lasso were fun in an ebberron game I was in. Add up the walls or balancing lore call to the mix and you'll be moving your speed up an down through any terrain with walkable surfaces.

My character, played like he was tarzan, would drop Lassos over people and drag them up into trees to dangle above the ground choking. Easy to esacpe if they had a slashing weapon, but then they had to deal with falling damage. He only actually killed one subject with this tactic, they fumbled their attack roll with their only dagger to drop it, and then panicked into suffocating on the line.

The Feat Rogue variant out of Unearthed Arcana+Scout+Swift Ambusher. Just get one die of sneak attack from some other source and you'll be good. That'd get you enough feats to grab you Hand Crossbow Focus, Crossbow Sniper and Shot on the Run. You'll then be able to stay 60ft away from everything while still getting skirmish damage by always moving.

Binder with paimon is a good idea, take a few scout levels as well to get decent damage on your dances of death. Also pick up travel devotion to let you do pseudo spring attack at low levels.

Another option would be swordsage, warblade, or crusader as you can do standard action strikes at the end of your movement so you can remain effective in combat. This and travel devotion would let you stay nicely out of range of your enemies attacks if your speed is high enough. Dipping cloistered cleric would get you travel devotion and knowledge devotion which could be very helpful for getting a little more combat effectiveness and give you more uses per day of travel devotion.

Well, if you got enough attacks and went Dervish on top it's a fairly straightforward build that's also pretty effective.

Hood - My first answer to all your build questions; past, present, and future.

Speaking of which:
Don't even need TO for this.  Any decent Hood build, especially one with Celerity, one-rounds [Azathoth, the most powerful greater deity from d20 Cthulu].
Does it bug anyone else that we've reached the point where characters who can obliterate a greater deity in one round are considered "decent?"

The hood is the closest as far incorporating the speed goes but I've played a few too many chargers of late to want to do that. I don't' suppose there is low level way of passive damage auras or trails or anything similar?

The Dark template (Either Tome of Magic or Magic of Incarnum... I can never remember which) is LA+1 for 10ft increase to move speed.  But you can buy the template for ~20,000 gp with the Collar of Umbral Metamorphosis.

The Shadow template is much more prohibitive at +3 LA.

Half-Fey and Unseelie Fey get you good fly speeds.

The Shadow-walker template (Shining South, used to gain access to Telflammar Shadowlord) gets you some neat teleports.

Sorry, AFB - Swordsage has a flame trail maneuver, but I do not recall what level it is, but you run around snaking flame behind you. I don't recall it looking particularly effective though...
