The Bloodstorm Blade class (Tome of Battle 100) can expend Iron Heart maneuvers for effects, and trade an Iron Heart stance for special stances, but never progresses maneuvers from this class.

Why?

Speaking of which:
Don't even need TO for this.  Any decent Hood build, especially one with Celerity, one-rounds [Azathoth, the most powerful greater deity from d20 Cthulu].
Does it bug anyone else that we've reached the point where characters who can obliterate a greater deity in one round are considered "decent?"

Because the developers thought it was balanced that way, and giving maneuvers would make the PrC a "no duh".

Yeah, Bloodstorm Blade is a pretty awesome PrC as it is.  It really doesn't need more maneuvers.

Because every other Prestige Class in that book progresses maneuvers with full Initiator Level and the writers wanted to be special?

Also, I suppose they toyed with giving them only Iron Heart maneuvers, like Deepstone Sentinels only get Stone Dragon and Bloodclaw Masters only get Tiger Claw maneuvers. Then they realized that Iron Heart is an awesome school just by itself and decided negatively instead of just giving the Prestige Class a stunted maneuver/stance progression in favor of simplicity.

Too bad the default Bloodstorm Blade gets its best abilities in the first four levels.

Those are the most broadly applicable to be sure and gives pretty much any character the Bloodstorm Blade's core shtick, but I think the abilities gained in the latter 6 levels can be seriously taken advantage of by a canny player with a specialized build.
