Heroic Surge is from Age of Mortals (Dragonlance).and functions almost like this version from d20 Modern.  (The second surge comes at 8HD, the third at 12HD, and so on.)

Why haven't I seen more of Heroic Surge in builds?

Speaking of which:
Don't even need TO for this.  Any decent Hood build, especially one with Celerity, one-rounds [Azathoth, the most powerful greater deity from d20 Cthulu].
Does it bug anyone else that we've reached the point where characters who can obliterate a greater deity in one round are considered "decent?"

Probably because Dragonlance just happens to be more rare/obscure than even most the other rare/obscure that gets regularly used.  Too often not allowed at the table so often not done up in builds.

iirc - there was a thread called Endless Spells,
back on the old CO board,
that recycled APs to produce a loop.
It may have been say around level 5 (?).
That might be why every other AP based trick kinda died after that.

EDIT: Solo posted this on his Truenamer thread:
If cost is an issue for these spells (though I don't see why it would be), you can always save cash by buying a single charge wand of Unfettered Heroism, and the feat Wand Surge, which allows you to spend a single action point in the place of a wand charge. Since Unfettered Heroism gives you back an action point plus one per round as long as the spell lasts, you can gain a net return of many action points which you can use on other wands.

And if this is it, Psionics can do this too (with minor hinkeyness).

That feat would be helpful for skirmish builds.  Travel devotion lets you move as a swift action for a minute after activating it, but activating it is a swift action, which normally prevents you from moving and full-attacking on the first round of combat. 

I'm not seeing any connection to action points.

You can normally burn AP to gain an extra use of limited number/day abilities.

I have to admit, I've had more fun in games/campaigns with action points or a similar mechanic then I have without....

Then again, when my former DM started running boss fights, you learned to love those little things.  Otherwise, you most likely were dead, dismembered, charmed, etc etc Smile

So what's the consensus on Heroic Surge?  I'm playing a Factotum which already gets something like this as a class feature.  Should I pick up Heroic Surge or grab FoI?

Heroic surge is 1/day per 4 levels.
FoI is better, because Cunning surge uses IP, which refresh per encounter.
With 3 fonts, you get 6 IP total. That's 2 surges per encounter.
With 4 fonts, you get 10 IP total. That's 3 surges per encounter, plus 1 extra IP.
With 5 fonts, you get 15 IP total. That's 5 surges per encounter, which is as many as Heroic surge gives per day.
Plus IP can be used for things other than more actions.
