I'm looking for an item that grants one of the following:

Combat Reflexes (PHB)
Power Attack (PHB)
Leap Attack (CAdv)
Weapon Focus (PHB)
Combat Focus (PHB2)

Anything out there?

There's an item that lets you take an extra AoO like 2/day or something, but it doesn't count as the CRef feat.

Eh, the wizard have more money than them combined, he could in theory just use all his money on a fleet of trained attack mules, but then we aren't playing 3.5 but zergling rushing in Starcraft instead.

It's not an item but a template.

If you have LA buyoff, Blooded One from Unapproachable East Pg66 gives you Combat Reflexes for LA+1.

Serpent Armor: +3 leather, +2 Ref saves; wearer gains Combat Reflexes feat 21,660 (Savage Species)

The heroics spell (Spell Compendium 113) nets you a Fighter bonus feat for 10 minutes per level.  There's debate on whether you can spam heroics to get many Fighter feats.

Hood - My first answer to all your build questions; past, present, and future.

Speaking of which:
Don't even need TO for this.  Any decent Hood build, especially one with Celerity, one-rounds [Azathoth, the most powerful greater deity from d20 Cthulu].
Does it bug anyone else that we've reached the point where characters who can obliterate a greater deity in one round are considered "decent?"

7500 if it doesn't mesh well with the body slot and 10000 for an item that doesn't take a slot?

I highly doubt that, or we'd have people running around with a few dozen slotless feat items.

I do recall this, but I cannot remember the source.  It is, however, a suggestion for "basic feats with no pre-reqs and still up to the DM on its true value".  Ergo you might get the DM to pass no-pre req feats for 5000 and the like, but if you're trying to make a chain, the price will be higher, probably significently.

You're probably thinking of the sidebar in A&EG on p. 128.  It says most feats should cost around 10000 gp, plus another 5000-10000 gp per prerequisite.  It gives examples of others that don't fit with that guideline though.

Scroll of Bite of the Werebear will net you Power Attack and Blind Fight temporarily.  There are lower level spells in the chain that do as well.

Wouldn't a Domain Draught (DMGII) of the War domain give Weapon Focus?  Those last 8 hours at a time as I recall, though I've never really paid much attention to them.

An intelligent magic item can grant feats.  For instance, in Arms and Equipment Guide (pg. 139), the table lists Combat Reflexes, Blind Fight, Improved Initiative, Mobility, Sunder, and Expertise for 10,000gp each.

Yeah, but getting A&EG and SBG approved for 3.5 games is not a given.
