A67 Actually it's 'Dazed' if they fail, and 'Dazzled' if they make their saves. The spell is Radiant Assault on page 164.

Which means it's still a decent spell. Better than the the German version in some ways, since a lot of things are Immune to Stun, but barely any to Daze. And blindness is mostly meaningless with all the Blindsight/Mindsight/Touchsight going on at high levels, so it doesn't matter much.

Q68: Could someone please explain to my DM how exactly Wings of Flurry works as reg. Targeting people, it's being an area spell, a targeted spell, and does it affect allies in the area?

Q69: Magic of Incarnum contains the "Open X Chakra"-feats. Can a character with no levels in a meldshaper class, but with Shape Soulmeld and Open X Chakra-feats bind the Soulmeld to a Chakra or does one need enough levels in a meldshaper class to actually bind things to chakras?

A69: You don't need levels in a meldshaper class to make chakra binds. The Open X feats explicitly give you a bind.
Now, what's interesting is the Open Chakra spells and power don't seem to have that language, but it's pretty well accepted that they were meant to. otherwise there would be nopoint unless you wre a multiclass spellcaster/manifester and meldshaper.

A commoner with incremental HP's based on the kid's age (1 = 0-3 years, 2 = 4-6 years, etc)? Also probably make them Small (when appropriate). The MM has rules on stat changes due to size, but just eye-balling it, maybe Str -2, Con -2, Int -2 (representing their unlearned nature). Myself, I run a gestalt game, so all adult "commoners" are single-classed NPC classes. The Commoner NPC class is used only for children. They then trade out the commoner level for another NPC class when they reach 15 or so (for humans).

Sometimes, their tits (3.5) get enhancements (houserules), but that doesn't mean people don't like nice tits.
Though sometimes, the surgeon (DM) botches them pretty bad...

 If you stop ignoring 289 pages telling what the intent is to stretch "more power" in your own god complexion of your interpretation trumps all to cover ability adjustments from aging then I will ignore a quarter page of rules that exist within a sidebar.
I think in this case the grammar is less important than whether the Str and Dex bonus provided to your created undead scales.
