Remember: a Wizard starts play with all cantrips in their spellbook, so the 0th level spells don't matter in this calculation.

Well, just for the spells in the Player's Handbook and Spell Compendium, it looks like it would take 885,175 gp to buy the ones you don't get for free by 20th level on scrolls.  It takes 4 blessed books to store all of them, so add in 50,000 gp.  That comes out to 175,175 gp more than a 20th level character's standard gear value.

76 level 9
89 level 8
107 level 7
148 level 6
193 level 5
201 level 4
230 level 3
280 level 2

There are a slight few homebrew spells of his own in there, and there are also some missing spells from some newer sources.  There are also things like Sanctified and Corrupt spells that Wizards can scribe into their spellbooks (alignment depending).  The ones listed take up 6,311 pages (7 Boccob's Blessed Books at minimum), and the missed spells probably bring it up to 8 books.  The listed spells cost a bit over 1.6 million gold including the books, so I figure that 2.0 - 2.5 million gold would be enough to get all the Sor/Wiz spells, including foci and extra expenses on material components that are included in scroll costs.

For example, a 2nd level Wilder uses Crystal Shard at only 1 power point, ,and then wild-surges for 1.  Does the Crystal Shard then become 2d6?

If you stop ignoring 289 pages telling what the intent is to stretch "more power" in your own god complexion of your interpretation trumps all to cover ability adjustments from aging then I will ignore a quarter page of rules that exist within a sidebar.
I think in this case the grammar is less important than whether the Str and Dex bonus provided to your created undead scales.

Technically you cannot make a second swift action in a round barring things like ruby knight vindicator.

Q 90 Can I use Lion of Talisid to give a Wildshape Ranger "Wildshape (Large)". or does the "stacks with druid level for level of wildshape" text override that and just stack LoT level -2 with WsR level, negating the Wildshape (large) and Wildshape (tiny) from LoT?

Eh, the wizard have more money than them combined, he could in theory just use all his money on a fleet of trained attack mules, but then we aren't playing 3.5 but zergling rushing in Starcraft instead.

You should really check out the abusing of Battle Jump in the Hood build. You'll find it very interesting.

Jumping totally does count for Battle Jump. One of the examples given in the Battle Jump feat says 10 feet is enough height to trigger the feat against medium foes.

The Hood build link I gave you will mention this: There's a stance in Tome of Battle called Leaping Dragon Stance (Tiger Claw 3). It automatically increases every jump distance by 10 feet, so it can be used to automatically trigger Battle Jump against any medium foe. There's lots of other crazy stuff like that also in the Hood build.

A89:
I don't think one can jump in the air. What exactly would one use to jump with? Its wings? That's flying, not jumping. However, there's a Diving Charge+Battle Jump combination in the Hood build.

Only really helps to prove my point. Less spells are actually good in this scenario, as it means I can do it and remain under 5 million.
