Just a quick thing to sort out some of the oddities in that template. Hopefully a bit less underpowered as well - the ability to count as a true dragon should help, for one thing.

Quote
Half-dragon
"Half-dragon" is an inherited template that can be added to any living, corporeal creature (referred to hereafter as the base creature). A half-dragon uses all the base creature’s statistics and special abilities except as noted here.

Size and Type: The creature’s type changes to Dragon, and it gains the augmented subtype. Do not recalculate Hit Dice, base attack bonus, or saves. It also gains any subtypes of the dragon parent.

Speed: A half-dragon gains one movement mode of its dragon parent, based on its land speed. (fly speed = double base land speed with average maneuverability, swim or climb speed = base land speed, burrow speed = half base land speed).

Armor Class: Natural armor improves by +5.

Attack: A half-dragon gains natural weapons as a true dragon of its size category. If it already has a natural weapon of one of the types gained use whichever is better.

Special Attacks: A half-dragon retains all the special attacks of the base creature and gains one breath weapon of its dragon parent. The area of its breath weapon is determined based on the base creature's size as for true dragons. If the breath weapon deals damage the damage is 1d6 per character level. In all other respects the breath weapon functions like that of its dragon parent (usable once per 1d4 rounds, Con-based DC, etc.).

Special Qualities: A half-dragon has all the special qualities of the base creature, plus darkvision out to 120 feet, superior low-light vision (4x) and blindsense 60ft. A half-dragon has immunity to sleep and paralysis effects. For numerical effects based on age category (such as duration of non-damaging breath weapons) an ECL 1 half-dragon PC is considered a wyrmling, increasing by one age category at every odd level (due to the level adjustment, PC half-dragons are at least Very Young). DM-controlled half-dragons substitute their CR for their ECL. A half-dragon gains sorcerer as an additional favoured class, and his caster level for sorcerer spells is increased by 3 (this does not grant additional spells per day or spells known).

Abilities: Increase from the base creature as follows: Str +8, Con +4, Int +4, Wis +4, Cha +4.

Challenge Rating: Same as the base creature +2.

Alignment: Same as the dragon variety.

Level Adjustment: Same as base creature +3.
Extra Breath Weapon [Draconic]
Prerequisites: Half-dragon
Benefits: You gain another of your dragon parent's breath weapons, following the rules in the half-dragon template.
Special: You may select this feat multiple times, selecting a new breath weapon each time. You may not select a breath weapon your draconic parent does not possess.

Extra Movement Mode [Draconic]
Prerequisites: Half-dragon
Benefits: You gain another movement mode of your dragon parent, following the rules in the half-dragon template.
Special: You may select this feat multiple times, selecting a new movement mode each time. You may not select a movement mode your draconic parent does not possess.

Savage Progression
Quote
LevelCRSpecial
1+1Str +2, Con +2, Int +2, Wis +2, natural armor +2, dragonblood subtype, darkvision 60ft, improved casting, low-light vision, natural weapons
2+1Str +2, Con +2, Wis +2, Cha +2, natural armor +2, immunities (sleep and paralysis), movement modes, darkvision 120ft, superior low-light vision
3+2Str +4, Int +2, Cha +2, blindsense 60ft, breath weapon, natural armor +1, dragon type
Dragonblood subtype: At 1st level the half-dragon gains the dragonblood subtype.

Improved casting: The half-dragon adds his levels in this class to his caster level for sorcerer spells. This does not increase his spells per day or spells known.

Ability Score Changes: The indicated ability score increases or decreases by the amount noted.

Natural Armor Improvements: At every level of the prestige class, the half-dragon's natural armor bonus increases by the indicated amount. A character that does not normally have a natural armor bonus (such as a human) is considered to have an initial natural armor bonus of +0 for the purpose of this ability. Thus, a human's natural armor bonus would increase to +2 at 1st level, to +3 at 2nd level, and finally to +4 at 3rd level.

Darkvision (Ex): At 1st level the half-dragon gains darkvision to a 60-foot range. At 2nd level this increases to 120 feet.

Low-Light Vision (Ex): At 1st level, the half-dragon gains low-light vision. At 2nd level this improves to superior low-light vision, allowing him to see four times the normal distance.

Movement mode: At 2nd level the half-dragon gains one movement mode of his dragon parent, based on his land speed. (fly speed = double base land speed with average maneuverability, swim or climb speed = base land speed, burrow speed = half base land speed).

Natural weapons: At 2nd level the half-dragon gains natural weapons as a true dragon of his size category. If he already has a natural weapon of one of the types gained use whichever is better.

Blindsense (Ex): At 3rd level the half-dragon gains blindsense out to 60ft.

Breath weapon (Su): At 3rd level the half-dragon gains one breath weapon of its dragon parent. The area of its breath weapon is determined based on the half-dragon's size as for true dragons. If the breath weapon deals damage the damage is 1d6 per character level. In all other respects the breath weapon functions like that of its dragon parent (usable once per 1d4 rounds, Con-based DC, etc.).

Dragon type: At 3rd level the half-dragon's type changes to Dragon, and he gains the augmented subtype. Do not recalculate Hit Dice, base attack bonus, or saves. In addition he gains all subtypes of his dragon parent. He loses the dragonblood subtype, but as a Dragon he is treated as having it for prerequisites. For numerical effects based on age category (such as duration of non-damaging breath weapons) an ECL 1 half-dragon PC is considered a wyrmling, increasing by one age category at every odd level (due to their levels in this class, PC half-dragons are at least Very Young), while DM-controlled half-dragons calculate their age category from their CR instead.

The tier system in a nutshell:
Tier 6: A cartographer.
Tier 5: An expert cartographer or a decent marksman.
Tier 4: An expert marksman.

Tier 2: Someone with teleportation, mind control, time manipulation, intangibility, the ability to turn into an exact duplicate of anything, or the ability to see into the future with perfect accuracy.

I feel it's still slightly weak for a +3, considering that the extra attack forms likely won't come into play for actual characters.

Also, what is the point of assigning age categories? I see nothing in the template that works off of them.

To keep it at +3, I'd recommend giving all movement and breath weapons, instead of having to rely on the feats.

What if I added a clause saying that they gain extra natural weapons if they are magically increased in size?

Non-damaging breath weapons base their effects on age category. Plus this lets them count as true dragons, granting them access to options which have effects based on age category.

The reason I only granted one breath weapon and movement mode is to allow for a greater variety of half-dragon creatures. Also, that would mean that half-gold dragons are more powerful than half-white dragons for the same LA.

EDIT: Improved their senses to true dragon levels.

This includes Alternate Form and SLA's (among other things), right? Just wanting to make sure I understand what you mean by "special qualities" correctly.

No, they don't get any abilities their dragon parent would get at those age categories. They just count as a having a certain age category for numerical effects.
