Assuming custom items are allowed, the easiest is constant Expeditious Retreat.
How much would that cost? Is that just 2,000 per the rulesGuidelines? I've always been weary of custom items. The cheapest continual item I know of is the Boots of Striding and Sprining. I'd have to dig out my MIC to see if there are any good x/day items in there at a low cost. Those kinds of things are usually more valuable in a PbP-type setting.

I may need to re-evaluate the spell lists a bit, and possibly make up new spells. I remember grabbing Hail of Stone because the 1st level list looked light, but it's really a crappy spell. I should either beef it up, or make a new spell. I won't change it during the fight, though.

My thoughts on that are, screw the existing items is it a fair price for what it does? 4k to add 30' to your land speed seems a bit cheap IMO. I would say if it were 15' it would probably be fair, mobility and immunities are more valuable in my eyes than just bigger numbers would be. For 30' I'd have a cost around 7000, should put it high enough to not be game breaking but low enough to be useful IMO. I just think that the game designers were rather random in their deciding on prices of certain items, or like blasting just went with older editions values despite everything else changing.

They are actually two magic items in one. One that carries longstrider and one that carries a +5 to jump. Due to being two items the price is increased. 3000 total for longstrider and 2500 for +5 to jump, it is the same price table used for both boots, just one is only inceasing speed because we don't care about the wasted jump.
If we were to increase S&S to 30, it would be 7750 (I think).

Boots of the Unending Journey are good for most characters I create. Even without the relic powers, you get +10 enhancement to speed for 4k, if you're NG, N, CN, LN, or NE. Not bad.

So, we all know Hail of Stone sucks. What should I do to beef it up?
I kind of like the idea of making a ranged attack (not touch attack) that does slightly more damage than some of the other touch spells. Alternately, it does the same damage, but does something cool. I'm thinking of one of the following:
Medium range, ranged attack, 1d6 per caster level (cap 10d6).
or
Medium range, ranged attack, 1d8 damage plus 1d8 per odd caster level (cap 5d8). Target rolls a Fort (Reflex instead?) save or falls prone.
Perhaps there is a size limitation on the prone effect, like they need to be the caster's size or smaller. Thoughts?

Maybe not. Dazed or stunned could be a bit strong, but if it's a normal attack roll and save negates, it might be fine. My God, I'm getting sloppy.

Stunned would be sweet, but dazed is probably more accurate. Granted, if we think of it as a hail of rocks bowling someone ove, prone sounds fine by me, and could actually be really sweet in combination with the other charrie's ranged strikes.

Okay. How about:

Creatures cannot charge or run through the square, and it takes an extra square of movement to move out of it, nor can they five-foot-step in or out of the square.
The effect is instantaneous, and the rocks cannot be dispelled.
