The Emperor assumes this interpretation of Bloodlines, the literal definition of "before", and that Bloodlines simply give +1 when calculating, getting around the "best progression" rule.
It also assumes a literal interpretation of master spellthief, allowing bloodlines to count in the calculation of both arcane and spellthief "levels".
Because he's the Emperor, and what he says goes.
Uses KellKheraptis'sOmnicaster and Arcane Swordsage + TOAL for two methods to get every spell in the game.
Assumes rebuking classes stack for determining HD of undead the Emperor can command.
Oh, evidence to support the fact that three bloodlines should be allowed, chew on that one for a while .

Heretic! The Emperor is at least 20 HD outsider with 20 levels in the Space Marine class and a divine rank of 0 (for now..). Expect inquisitorial drop pods to land near your location at any time, your unholy presence must be purged with holy flames, and we are currently considering to virus bomb your planet just for good measure.

I don't have UA, so I don't know if more than one Bloodline
can be had. The SRD uses singular words to describe "bloodline".
Certainly if one uses PLZ's interpretation of bloodlines,
this isn't even vaguely possible. But hey, T.O. is different.
One on both sides seems legit, considering you could
be a Monster on one side, and then change monster-stuff
on the other. But stacking a whole bunch ... I've no idea.

You can't have more than one prc when gestalting and I don't think you can have the same class on both sides.

Assumes you may use the bloodline to snag feats (supported) and even uses the more conservative use as levels, despite how myself and PBMC use them.

Feats : Improved Binding, Practiced Manifester, Improved Sigil (Krau)
Mantle : Magic

EBL = 4 (Binder) + 11 (Anima Mage) + 2 Improved Binding + 3 (Krau) = 20 8th level vestiges
IL = 5.5 (Non-IL) + 4 (Crusader) + 8 (Master of Nine ) = 17.5 9th level maneuvers
ML = 5 (Ardent) + 11 (Anima Mage) + 4 (Practiced Manifester) + 3 (Krau) = 22 9th level powers

All spells and powers gained via Shards of Leadership, any Incarnum ability you desire gained via the Incarnum powers, and don't forget to snag Supernatural Transformation as one of your base ones, so as to never pay for PsyRef on all the leeched feats.  There, the REAL Omnicaster

Not to mention... This Emperor could have your "Emperor" as his thrall's, cohort's, psicrystal's, cohort's, psicrystal's ....etc..... cohort's thrall.

Gestalt does not exert a restriction on the number of Prc's just not two at the same level.  Bloodlines are not Prc's.
There is no such thing as "sides" in gestalt, it's just an easy way to think about it.
Gestalt merely takes the best from each class at each level.

I'm still not done editing/explaining and I'll update the OP as I have time.
This build was looking to use as many dirty tricks as possible without going pun-pun.
The idea came from the old MTG vintage deck Keeper aka "Playing the restricted list", I wanted to add ghost levels and Divine Minion, but FOP is more fun than ghost I think(especially when thralls are paying for that ritual), and Divine Minion is not compatible with true believer(Boccob).
If you guys want to get all RAW TO about the bloodlines, I think they can all be taken in between your character levels(yes all 36 levels of all of the 12 major bloodline), your HD will suck, but this is TO and it still won't count as Epic...
(even if you follow the "RIGHT before 3rd 6th and 12th levels", since bloodlines "don't increase character level", you are still "RIGHT before" 3rd level after you take your first bloodline "class level")

any suggestions for TO dirty tricks that require minimal investment?

You could use an Arcane Swordsage, but why bother?  Unarmed Swordsage would work better, though you'll take a hit to Fort saves (not that you'll care with the suite of immunities you'll be capable of).  Actually, the full round recovery of all maneuvers is easier to control than Crusader and easier to implement than a Warblades, as ironically it's easier to get a full round than a swift action.

EDIT : By the way, if you use the idea of Bloodlines being a one time XP payment, a la making items, an Item Familiar exactly covers it.  The build then changes to :

Going with Unarmed Swordsage actually is a great idea, as you'll have one of the requirements of MoN met from class features, and more maneuvers from more disciplines to PsyRef as desired.  Remember, a maneuver can meet it's own prerequisites at higher level, and this build has an even higher IL/EBL/ML.  Some stats :

Standard Static Feats: Improved Binding, Supernatural Transformation, Item Familiar, Practiced Manifester (Ardent), Improved Sigil (Krau), Adaptive Style, Dodge (one of the better variants, preferably), Blind Fight, Improved Initiative

The feats can also be supplied by bloodline powers, as 10 of them are available for feats if you don't want spiffy things like Wield Oversize Weapon or Energy Immunity.  Your pet rock and toy graft will both act as both batteries and assuming they have Hidden Talent, a source of two psionic focii each (one base, one from schism).  You can get upwards of 12 feats from feat leech due to having two constructs under your command, and since we took Supernatural Transformation, psychic reformation doesn't have an XP cost.  At the final top end, you have a total of 7 feats from levels, 10 from the bloodline, and 12 available from your pets, up to two from a twinned heroics, and Int Mod additional with a casting of mirror movewith 9 of these being tied down meeting prerequisites and establishing a base of power.  You have access to literally every spell, power, vestige, soulbind, and maneuver in D&D, changeable with but a single round's worth of actions.  Be sure of all gear choices you snag a suite of ToB items, gaining more readied maneuvers without using feats, and 20 Power Link Shards, using UMD/UPD to activate any time you want to spike ML.  If that's not enough, even with greater consumptive field, persist and extend a series of castings of larval flayers, and initiate a metaconcert with all your psionic worms.  And just for effect, pick up 4 more arms.
