Depends on base class. A Binder can get it by binding Zceryll without needing to take a feat.

Where would I find that spell, I cannot seem to locate it. Frostburn, page 92. There's no temperature band called "hellish", but there is one (see Sandstorm) called "burning". It deals 3d10 fire damage per round, not insignificant considering the duration of Control Temperature (hours).

A143: What schools are permitted for you? Enchantment has just one - Rebuke (SL 2, SC, page 170). Illusion has XXX - Vertigo (SL 2, PHB2, page 127), Wall of Gloom (SL 2, SC, page 233), Phantasmal Assailants (SL 2, SC, page 154), and Glimpse of Fear (SL 1, Dragon 333, page 71). (I used the Spell Search.)

I suppose so. The FAQ has mentioned that a twinned maximized spell deals double max damage, so you are apparently allowed to determine the order in which the feats affect the spell (which I assume will be in a manner most advantageous to you). If anything, only the empower/maximize entry seems to mention anything to the contrary, so we can safely assume that is a special case limited only to interactions between these 2 feats. So yes, you could have persistent spell apply first to extend its duration to 24 hours, then apply extend spell to double that to 48 hours.

Sometimes, their tits (3.5) get enhancements (houserules), but that doesn't mean people don't like nice tits.
Though sometimes, the surgeon (DM) botches them pretty bad...
