Q 302: Is there a way to cast a personal spell on to someone else? Like, casting the Shield spell onto the fighter?
There is one... Spellguard of Silverymoon, I think. I believe it's from Player's Guide to Faerun. Yeah, though it imposes some restrictions.

While the Spellguard works (thank you Viletta), the War Weaver doesn't work. It says: The same restrictions apply to a quiescent weaving that apply to any other spell woven into an eldritch tapestry (they must be “harmless,” cannot have a range of personal, and require separate expenditures of material components or XP for each target).

That's a good question, and I'm not sure. I think the author's intended them to stack for things like vampires, but not PCs. Of course, the rules don't clearly state that. So they shouldn't actually stack for vampires either, with the way they're written and with the "clarification" in the Rules Compendium.

The Survivalist and the Targetteer work, but the Survivalist would probably be the better one to take since it gives you access to ALL martial weapons, where as the Targetteer can only use ranged + 2 ranged exotic.

Warwaeaver can make touch->close, not personal->touch. RE: the original Question: Master Abjurer can make a personal range abjuration spell touch 3/day.
