He means you can't normally Persist touch spells, but if you first apply Ocular Spell (Lords of Madness IIRC) to a touch spell and then apply Persistent Spell it should be possible.

This is not a competition, but I pick up silly details like that and I am an active poster on most of the boards I attend. Stirring up people and tossing opinions is fun, I wouldn't use forums if it wasn't.
