Ok i thinking the Elder scroll 4 oblivion expansion the Shivering Isles could that be worked as a campaign setting were the hook is a book that talks about a portal that leads to a land with riches and danger.

I don't see why it couldn't work, you'd just have to make sure your players understood the light-hearted nature of the setting. If you want to darken the setting (a popular trend) that shouldn't be hard either.

So to answer your question in the thread's subject line, No it's not a bad idea.
