Does your group have a dedicated damage dealer? If so, buffing is probably good. Otherwise debuffing is useful.

We've got at least two major damage dealers.  Yes, I chose the buffing road.   

I'll debuff too, I just won't have a build based around massive CL and DC bonuses.  Just some CL and DC bonuses.   Tongue
