I use firefox and when I logged into IE, I still saw the broken image-- no clue why it's still pointing to English utf-8, but if you go into your profile, account settings, you can select your language. English is the first on the list, but scroll down and there is another English choice (right next to English-British) and if you select that, the "new" image should work just fine!
It's likely that this is a Cache thing, did you try holding down shift and hitting reload? That helps a lot sometimes. You can also probably copy the English folder and name the new copy English-utf8 or what have you. But I definitely see the images now, so that's awesome!
