Some interesting facts: The mist limits all clear visibility to 20'. From 20' to 40', everyone has concealment (20% miss chance), and beyond 40' you cannot see at all (50% miss chance, no line of sight or effect).
The cobblestones are very treacherous - to represent this, any time a character rolls a natural 1 on any roll at all (skill check, attack, etc), they must succeed at a DC 15 reflex save or fall prone. Characters with 5 or more ranks in balance, or who have been in the city for at least a month, are not subject to this rule.
