A note on the Sundark Goggles: Characters with low-light vision or Darkvision don't take the penalties associated with them and they are nonmagical (so they don't take up the goggles slot). Since most races with light-related penalties have either low-light vision or Darkvision, it typically isn't an issue.

Catseye Brooch (races of faerun 172): +1 luck bonus to all saves, + who cares resistance against disease, 9,000 gp.  Cheaper than a luckstone, though you don't get the skill bonus.

Drow house insignia (races of faerun 173): 1/day command word eternal wands with no class list restriction in wondrous item form. 

360 gp (1st-level ability),
2,160 (2nd-level ability),
5,400 (3rd-level ability); explicitly can be combined.
Typical spells are blur, cat’s grace, cloak of dark power, comprehend languages, feather fall,  jump,  levitate, read magic, scatterspray, shield, spider climb, unseen servant, and water breathing.  No limits on other spells given.

Honorable mention: Trident of serenity, which for 5315 gp will turn off any frenzied berserkers/frightful presences/intimidations within 15'.  Doesn't need to be wielded, either.  Read the flavor text of the gods of any evil casters you encounter - if their religion "relies upon anger or fear", watch their surprise as all their class features turn off.

Since the text of the item in MiC doesn't specify, there's plenty of room for argument that you at least have to hold it.

Also, that ability only functions three times per day...
And lasts for five rounds each use...
And a DC 16 Will negates for 24 hours.

And since the ability functions like calm emotions, any damage you deal to an affected creature immediately ends the effect for ALL affected creatures.
...And since the various effects are only suppressed, as soon as the trident's ability ends those effects resume immediately.

I'm not saying it's not a decent niche item, I'm just saying I find it hard to justify the price.

Mask of the Misplaced Aura: 77k (Sharn: City of Towers)

Expensive, but for someone who is pretending to be soemthing they're not, it is a godsend.  Each mask is imbued with a single identity at creation, and any Divination effect (including True Seeing!) registers this imbued persona, not yourself.  This includes spells like Detect Lies, Detect (alignment), etc.  In short, don't worry about having your cover blown by anything less than being in the same room as the person you're impersonating (if they even exist).

Talk about a plot seed for an Ur-Priest BBEG.

Edit: Still no graft list? Sad

Fast Leg (FF, 4,000gp, fiendish): +10ft to speed & +5 comp to jump.
Where else can you snag an untyped speed boost for this cheap?

Strong Leg (FF, 8,000gpm fiendish): +2 inherent to con.
Said bonus goes for 55,000gp as a tome.

Feathered Wings (FF, 10,000gp, fiendish): Gives a fly speed equal to twice your land speed (average maneuverability).
winged cloak goes for 50k for 60ft speed, combine with fast leg and you're paying 1/4 the price and moving 10ft faster.

Glaring Eye(DM, 5,000gp, dragon): 30ft blindsense, +2 search/spot, immunity to sleep.
Useful for scouts, dirt cheap blindsense and the untyped bonus to search boosts trapfinding roles.

Frightful Crest(DM, 28,000gp & 6hp, dragon): Like Frightful Presence but triggers when you attack, panics/shakens people will negs (dc 10+1/2hd+cha).
Cha based casters will love this. Free fear debuff for using a ranged touch attack.

Weakening Arm (LM, 40,000gp, undead): +4 inherent bonus to str. Minor bonus of being able to bestow two negative levels per day which becomes more useful if you have rebuke Wink
Said bonus goes for 110,000gp as a tome.

There are more out there, thats just what comes to my mind.

The one that gives tremorsense is pretty good too.

EDIT:  Actually, I'm tentatively supporting adding the cursed "Broom of Animated Attack".  It costs 5,200 gp, but if you have the ability to control constructs (perhaps rebuking them), the no-save blindness is interesting.

Drow of the Underdark has some pretty neat toys.

The nicest in my opinion are the Ring of Anticipation (Bonuses to listen/spot and roll initiative twice and take the higher all day long) for 6k and the Shadow Cloak (3/d immediate action to either teleport 10' or gain 20% concealment when attacked) for 5.5k.

I don't believe it's stated that you must be a Drow to use any of these.
