Helm of Opposite Alignment (SRD 4,000 gp.) ...Apply directly to the forehead....
+1!. I've played a paladin of sorts who had to forcibly throw the wizard through an alignment shifting field many times before she was no longer evil again. O' course the pally made his save, made a spellcraft check to recognize what happened, and radar'ed the wizz. Fun times.

Holy Surge (DMG II, 2,000 gp) an extra 2d6 holy damage Charisma times per day Holy Surge from the MIC does 3d6 and I believe (I don't have the book with me) it's usable 3+CHA modifier per day.

Sorry for the delay on updating the BBB. Now that finals are over (and have been duly graded and filed away!) I'll have a little more time soon.

I just found two that I think warrant inclusion:
Mantle of the Beast (Complete Champion), 18000gp Allows you to Wildshape as a swift action no limit on times per day. Further, you get +1 enhancement to attack and damage when Wildshaped, so it makes the "all-weapons" version of Greater Magic Fang unnecessary.
Boots of Battle Charger (Magic Item Compendium), 2000gp Two times per day, you can charge as a Standard Action as opposed to a full action (only moving up to your speed though). For any character with Pounce, it's a no-brainer. Oh yeah, and once you have any Dex-boosting items on, you can ignore difficult terrain and allies while Charging with these.

Not cool enough for a custom title.

The mantle allows you to "use your wild shape ability as a swift action". It doesn't grant wild shape if you don't have it, or change any restrictions/advantages your wild shape might have (Blighter, MoMF, etc).Reasonable, but not the gem presented here.

Boots of Agile Leaping (MIC) 600 gp While wearing Boots of Agile Leaping, you can add your Dex modifier to Jump checks instead of your Str. If you have at least 5 ranks in Balance, you can stand from prone as a swift action that does not provoke an AoO.
These are great for tripping builds, which are mildly popular, and they're super cheap.
And, again, Holy Surge from MIC is different from what you have posted. It gives +3D6 damage against an evil opponent and is usable 1+CHA times per day. Not trying to nit-pick, just helping you push your product!

In non magical, you NEED marbles from A&EG. Ultra cheap method of getting opponents flat footed... it's perfect for any Rogue.

Look at the Amber Amulets of Vermin from the MIC. For 700g (i.e. level 2) you can get a 1/day huge scorpion (CR 7). Hell, you can get 3 of them and pass your spares around to the party for cheaper than the cost of a +1 Longsword. I had this item banned from my last low-level arena game A warbeast from the MMII warrants a non-magical listing because prices for animals are also borked. For 750g, you can get a wartrained rhino (again, CR 7, and this is the animal used in the description...). For 1,600g or so, you can get yourself a dire tiger.

I hesitate to get into animals and the like, because that would open the door to, say, War Troll mercenaries. (I could hire 25 War Trolls for a day for 750g, or 10 War Troll sergeants with four levels of fighter.) Bunko's doesn't have a stable or a hiring hall...yet.

Yeah...I can understand that. Of all the weird pricing things in D&D 3.5, mounts/services/mercenaries are some of the most underpriced, weird, and unlikely to get DM approval, especially with aid another silliness.

Artificer's Monocle (MIC, pg 72, 1500gp): Use artificer knowledges to read magical item auras, but the real bargain is if you can cast detect magic and have 5 ranks of Knowledge: Arcana, you can spend one minute to study an item and get the description as if you cast Identify, unlimited uses.
Probably one of the best purchases a Warlock can make.

Or just about any caster, really, as it suddenly turns paying for item identification into a task for idiots with too much money to spend.

Crystals section? Some that catch my eye are
Demolition Crystal, Greater:(MIC, 1,000, 3,000, 7,000) Sneak Attack Constructs, one of the of the weaknesses of the rogue. Also +1d6 on constructs and adamantine properties. Not bad.
Crystal of Return, Least:(MIC, 300, 1,000, 4,000) Draw as a free action, and the greater version gives it the returning property. Easily full attack with many magic thrown weapons for much cheaper than you'd pay for enough to throw each one once.
Crystal of Arcane Steel:(MIC) for 6,000 gp a duskblade can buy weapon focus, a wimpy-er version of weapon specialization, and Spell Focus (anything) when delivering their signature touch spells. Not at all bad, I might say, but sort of limiting. Although they are insight bonuses, so they'd stack if you really wanted to stack them.
Crystal of Arrow Deflection: (MIC, 5,000) Only the expensive version's worth it, but you get a feat AND a +5 AC on ranged attacks. Near invulnerability against the weak point of many, many, many builds? 5,000? YEAH! Applies to ranged touch attacks and can probably deflect things like splinterbolt and icelance as well, maybe even meteor swarms.

I am really glad that this thread made its' way over here also. I would volunteer to help comb those 16 pages of inane BS on the other site for the posts actually related to relevant items... Maybe we should break it up and all those interested can take X amount of pages ya know? would make it faster, less work, and prevent redundancies..... Glad to see ya Bunko!

Gloves of the Master Strategist (Ghostwalk, 3,600 gp) True Strike 1/day and functions like gloves of storing
Glove of Storing (DMG 257, 10,000 gp) A handy way to conceal that lance or magic staff until you need it. I assume that the Gloves of the Master Strategist have some limitations on its storage, compared to a Glove of Storing? Otherwise I can't see any reason not to use them over GoS, given that they grant a 1/day True Strike and costs 6,400 gp less...

the most effective optimization is the one you can actually get away with. (A group of nerds are called a murder because like crows we are anti-social, like shiny things, and often squack at each other over nothing for hours) I often have to remind people not to underrate divination. The ability to effectively metagame without actually metagaming beats the ability to set things on fire more times than not.
