It's a special quality Incomprehensible (Ex): Because of its alien mentality, a blood elemental does not understand verbal communication of any sort, nor can its own gurgling language be understood by any creature except its own kind. A blood elemental is immune to all language-dependent spells and effects, and no mundane or magical effect that usually allows verbal communication (including a tongues spell or a monk's tongue of the sun and moon ability) functions with respect to it.

I dunno, UMD's pretty darn hard to pull off for a Wizard. They don't have Divine Insight or Guidance of the Avatar, after all. And Beads of Karma are a bit costly (though it depends on level). It's not something I'd use, anyway.

DC 20 is not hard at all. By the time you can afford it easily you're around level 15. But really. There's no consequence for failure, so as long as you can hit DC 20 you will eventually. So putting in 9 CC ranks and boosting up Cha via spells and whatever isn't even necessary as this is morning buff routine stuff.

Sunic and Ankle ... sorry about the late response, but TML's got it. ** Really it's just another idk wizard vs non-caster thread; deserving nothing at all relating to real discussion. Seriously, couldn't a Wizard do anything on that post, and more ?! (wink) I forget where and what exactly I posted, on one of the interminable similar threads (back on 339) but it goes something like this: Wizard 2 can take Fighter 5 so long as they start out of charge range. Wizard 1 might take Fighter 5, but probably not if they start within charge range AND fighter wins initiative. Wizard 2 has trouble against: Fighter 6 with a good choice of Cohort like Wizard 2 or 3 (uh-oh). Wizard level (X+1) should be able to beat, Fighter 6 with a good choice of Cohort class Z level (X); but winning initiative is key. It's all a little waffle-ly, though. ** Resume fun and games please.

Not so sure about Wizard 1 & 2. They have so few spell slots that by dump luck the Fighter might Nat 20 something. Also Wizards actually miss touch AC sometimes at those levels. Wizard 3 is when the Fighter is screwed. Glitterdust & whatnot.

awaken DM golem: Fighter HD < 5 ? Wizard wins : Fighter wins. Sounds like he is talking about using Sleep...
Also, judging by this out of charge range thing, once again the battle field is a 100x100 (or more) empty void lacking cover. Given that the battle arrangement favors the wizard so greatly the DMGs rules and advice kick into play giving a circumstantial bonus to the wizard's EL there by making that wizard 2 a hollow sell point with small print at the bottom.

Sleep? Makes more sense. Still, only about a 70-75% chance of winning. 60-65% if the Fighter is a Dwarf.It's Dicey...literally.

Hood - My first answer to all your build questions; past, present, and future. Speaking of which: Don't even need TO for this. Any decent Hood build, especially one with Celerity, one-rounds [Azathoth, the most powerful greater deity from d20 Cthulu]. Does it bug anyone else that we've reached the point where characters who can obliterate a greater deity in one round are considered "decent?"

Why is it always assumed that the wizard is optimized for the exact fight, but the fighter is not? I can understand at *MAX LEVEL* why this is true, but not at low levels. And I understand perfectly that wizard's control time and space at high levels. But really, at level 1? At level 3?
An elf/dragon fighter makes sleep irrelevant. Imagine how that fight would go down. A "poorly designed" venerable fighter with pumped Wisdom for will save, with feats for saves will make their save far more often then not. As SorO_Lost said, giving the Wizard infinitely superior terrain advantage gives the Wizard just that.
Why not make it an 1100x1100 empty void lacking cover with each combatant at opposite ends, but it's during a snowstorm that gives away invisible creatures yet doesn't hamper LoS? A low level wizard can't even cast that far. A fighter will bow them to death with Rapid Shot before the Wizard can even close the distance. "But the wizard could do this...or that...or..."
Bullshit. There is no build that does everything in all ways at all times, sans Pun-Pun the great. And let's be honest, that's not exactly a *build*.
I'm sick of Player Fiat, but I'm even sicker of Wizard Fiat. It's a disease, nay, a virus. And it has spread all up in here.
