Q136: We had this issue last session where our GM said that the Scout did not deal his Skirmish damage because the base damage from his weapon didn't overcome his target's damage reduction. The SRD says DR negates most "special effects" if not overcome, but the list isn't exhaustive. Was my GM right?

From the SRD: "Whenever damage reduction completely negates the damage from an attack, it also negates most special effects that accompany the attack, such as injury type poison, a monk’s stunning, and injury type disease. Damage reduction does not negate touch attacks, energy damage dealt along with an attack, or energy drains. Nor does it affect poisons or diseases delivered by inhalation, ingestion, or contact."

A136. No. Precision damage is damage, not a special effect. If the DR had negated all the damage (weapon+skirmish) then any special effect from weapon/feat/etc would have been negated. Do note, however, that skirmish is precision damage and a creature may be immune to that.

Q137 Do artys suffer from ASF, I would assume so based on the line that says "They function just like spells and follow the same rules as spells". But I'm not 100% so I figured I would ask.

A137: No. It's arcane spell failure, but infusions are neither arcane nor divine.

Apologize in advance if it's already been answered.

Q138: Warforged are immune to energy drain, but they are subject to "Death effects or necromancy effects."  Can a warforged be affected by and gain a negative level from a Fell Drain (Libris Mortis pg. 27) metamagic'd spell?  Technically, Fell Drain does not say it is specificallly ANY kind of effect.

A138: No. Even if Fell Drain was specifically a death or necromancy effect. Because energy drain is a subset of "death or necromancy". Specific rules (exceptions) beat general rules.

Q139: Does Summon Elemental increase its own duration?

Q140: Do reserve feats have components?

Q141: Does a druid have to prepare a Summon Nature's Ally to use Summon Elemental? If yes, is it still worth it?

Q142: The description for Automatic Quicken Spell[epic] reads
Benefit
You may cast all 0-, 1st-, 2nd-, and 3rd-level spells as quickened spells without using higher-level spell slots. The normal limit to the number of quickened spells you may cast per round applies. Spells with a casting time of more than 1 full round can’t be quickened.

Special
You can gain this feat multiple times. Each time you take the feat, the spells of your next three lowest spell levels can now be quickened with no adjustment to their spell slots. This feat doesn’t increase the casting time for those spells that normally become full-round actions when cast in metamagic form.

So if I take it three times I can cast 9th level spells quickened automatically?

Not cool enough for a custom title.

A141: No, but you do need to prepare a Conjuration (Summoning) spell. Insect Plague, a 5th level spell, Creeping Doom at 7th level, or Shambler and Elemental Swarm at 9th can all fulfill the requirements.

Q146:  I found a link on these boards once to a webpage full of character flaws, and now I can't find it.  My google-fu is just not strong enough.  (And poring over a search for "flaws" on this board takes a lonnnngg time).

Anyone know the link offhand?  Specifically, I'm looking for the verbage on the Skulker flaw.
