I know that as a DM I can make my monsters do whatever, but I want to use the book as a guideline for most things.  I took a Young Adult Pyroclastic Dragon (Draconomicon), advanced it 2HD and gave it an Elite Array setup.  The resulting CR is, supposedly, 14, but I think that's really low.  In any case, here's what I have for him.  You can probably figure out the rest except skill ranks from this:

HP: 289; HD: 21
Ability Scores: Str 35, Dex 10, Con 24, Int 16, Wis 12, Cha 18
~35k gold for magic items
Feats: Improved Initiative, Snatch, Improved Snatch, Flyby Attack, Power Attack, Multiattack, Knock-Down, Superior Initiative

Look good?

Not sure about the legality but I'd add improved fly-by-attack to get rid of those pesky AoO's

With a 15' reach, I'm not that concerned about AoO's.

With a 15' reach, I'm not that concerned about AoO's.
Well, I'm getting used to having large PC's with reach weapons (20' reach) in my group. Still, 15' should be enough.

With these stats?  8.  Rolls Eyes

That's probably his main weakness, although he'll probably have a Ring of Blinking to help with that, and dodge in and out of sight, or into lava pools to evade attacks while his breath weapon recharges.

The Scintillating Scales spell converts natural armor to Deflection bonus. That'll help with touch.

I could probably justify him UMDing an (Eternal) wand of that spell.  That also takes care of 4.4k of his wealth.

Another 4k of his wealth should probably be spent on a Ring of Counterspells (holds Shivering Touch all the frickin' time). If your players know what they're doing.

Back on point, I'd say CR 14 looks about right.  Dragons, IMHO, are under-CR'd in general, so this one should be too.  Maybe 16 in the big scheme of things, depending on how good your players are.
