One spell will certainly not be necessary. Part of the purpose of this is to do it over time. That way, people will be terrified and panicked when they die.

It may seem like cheating a bit, but a simple way of getting this done is simply to create an epic spell which will do just this... There's precedent for something like this in the freaking Forgotten Realms, albeit in an online article at wizards.com I can't recall where. It was about some lost city of Psions and/or Elans, I think. Ahh, yes. It those who died became a Psionic Vestige. Aw well.

And well, not really about the spell Create Water, but yeah...

On a strange note, would anyone be put out if we had a post about people or events we can spare a thought for, or if its within their creed, a prayer for? Just a random thought, but ... hells I wouldn't have known about either Archangels daughter or Saeomons niece if I didn't happen to be on these threads.

Delayed Create Water could do what you want.

Or like... Twinned Enlarged Repeated... or some kind of time shenanigans... it can be done in DnD but requires TO optimization.

There is no way at all to do this feasibly with Create Water unless you try to do it in a massive timeframe- it's just too expensive.

well ive thought up a small idea. get a few wizards together that have items warding them against detection and scrying. have them use spells like move earth and stone shape to carve out the land beneath the town and fill it with water from either create water or a tunnel to a near by lake and pipe it in, then use explosive disks to blow  the celing and support structure away and sink the town into the under ground lake. walk in later to loot whats left using move earth and stone shape to clear debris. could take a while though.

The irony comes in when you stop and realize that I didn't intend that last sentence (or even see that it was appropriate) until I had the entire rest of the post written up.
