I am currently trying to come up with a character for a DnD game I intend to apply to. The basic concept of the game is to travel from Acheron all the way down to Asmodeus's fortress, Malsheem in the depths of hell. Once the character has made it there, he will have to compete in a tournement against unknown foes, obstacles, and or other players. (PVP)
So some basic criteria required of any character preposed: 1. Must be able to travel through the planes. (Physically or Magically) 2. Must have a method or methods or surviving the various planar enviromental traits. 3. Must be able to effectively deal with potential foes he may come across along the way. (By avoiding them, killing them, diplomacying them.)
Character Creation Rules are as follows: ECL: 22 *Traits and Flaws: 2 each max. *Accepted Books: BoVD, BoED, Completes, Core, Forgotten Realms series, Epic Level Handbook, Fiend Folio, Sandstorm, Compendiums, Tome of Magic, Tome of Battle, Stormwrack, Sandstorm, Frostburn, Races of Books. No Psionics! *Gold is Standard: No more than 1/3 spend on any one item.
My ideas so far involve around making stealthy character that can bypass most of the little trash of hell and if push comes to shove can deal with the big boys when need be.
So far I've been thinking of various methods for avoiding detections/ scouting. Darkstalkers, Mindsight, Lifesense, Item Familiar for bonus ranks in Spot/Listen/anything else I might need.
I have also been toying with the idea of making use of the Dreamteller, Oneiromancy, Improved Oneiromancy feats as well as the Lucid Dreamer skill from the Manual of the Planes.
Any suggestions, thoughts, or comments would be welcomed.

A level of Mindbender will solve the Telepathy issue. =P

1 level in Mindbender will do it.
I'd recommend a Wizard 5/Anima Mage 10/Shadow Adept 1/Incantatrix 6 (or drop mindbender if you can use the Zercyll vestige). Diplomize with Naberius. Use Mindsight to not get jumped. Be a full caster with free persists to not die. Use the Bind Vestige/Improved Bind Vestige to get into anima mage, then take Improved Binding at lvl 6 (so Anima Mage qualifies for itself) and retrain out the Bind Vestige/Improved Bind Vestige as you now bind as a binder. The Shadow Adept combined with superior invisibility makes you extremely hard to detect via true seeing (which is the only thing, to my knowledge, which breaks it aside from mindsight). Enjoy!
EDIT: Be sure to have some sort of protection against blasphemy. Being evil helps.

Are the monster manuals allowed? Vecna blooded would be a good choice

well I don't think you can get Mindsight with out being Psionics do to the requirment of being a Telepath
You need to reread the feat. Prerequisite: Telepathy special quality.
Telepathy (Su): A creature with this ability can communicate telepathically with any other creature within a certain range (specified in the creature’s entry, usually 100 feet) that has a language. It is possible to address multiple creatures at once telepathically, although maintaining a telepathic conversation with more than one creature at a time is just as difficult as simultaneously speaking and listening to multiple people at the same time. Some creatures (such as the pseudodragon) have a limited form of telepathy, while others (such as the formian queen) have a more powerful form of the ability.
I don't see Psionics or mention of "Telepath" any where. As mentioned before, a 1 level dip into Mindbender grants telepathy.

Telepathic Communication You gain the supernatural ability to communicate with any creature with your telepathy. Level: 5th. Replaces: The bonus feat at 5th level. Benefit: You gain the supernatural ability telepathy from page 316 of the Monster Manual. You can communicate telepathically with any other creature that has a language within 5 feet per manifester level. You can address multiple creatures at once telepathically, although maintaining telepathic conversation with more than one creature at a time is just as difficult as simultaneously speaking and listening to multiple people at the same time.

True, it's easy to get Telepathy that way... but why? Unless he goes full manifester, it's going to be far inferior to the version that Mindbender gives him, plus Mindbender as a 1 level dip continues the caster advancement. Other than some skill points, it really doesn't cost him anything. Five levels of Psion (Telepath), when he doesn't want to deal with psionics, on the other hand...

Psionics are banned anyway so that is a moot point.
Oh and so is Epic Spellcasting!
If I want telepathy I either have to take a dip in Mindbender or be a race that naturally has it. (Rare or not worth the LA.)
I am heavily considering the Vecna Blooded template for obvious reasons. Currently a few of the class builds I'm tinkering around with.....
1. Factotum 8/Mindbender 1/Swordsage 12/ Exemplar 1
2. Factotum 8/Mindbender 1/Warblade 12 /Exemplar 1
3. Factotum 8/Assassin 2/Mindbender 1/Exemplar 1/ 7
3. Factotum 3/Illusionist 3/Dread Witch 4/Master Specialist 4/Mindbender 1/Exemplar 1/ 6 X?
