Q139 - Is there any spell, item or template (LA+0) that grants dragonblood subtype? I can't seem to afford Dragon Touched feat...
Only template that comes to mind is the Dragonborn template.

Dip a single level into Dragonfire Adept to get the Dragontouched feat for free, and an invocation, and a decent skill list.

Q142: What is the best (fewest ECL, LA, gp, etc) way gain continuous or very long lasting Tongues? Obviously saint or simply casting it are much more suboptimal than I was hoping for.
Permanency not good enough?
Not reliable enough. I expect it to go down with every dispel. Besides I was thinking more non-caster stuff anyways. Begging the party wizard is never fun. Sad

Wizards are going to have a ridiculously hard time qualifying for Unseen Seer without dipping another class, anyway.  Just take a level of Rogue at 1 and use DotU for Poison Use, Poison Spell, and max out Craft [Poison-Making] and grab the Unseen Crafter spell from Races of Eberron.  The end result is not terrible.

Would be a nice idea, but I'm planning on taking one level in Ardent Dilettante and via House Rule I'm allowed to save skill points so I can qualify for the skill points of Unseen Seer via the level of Ardent Dilettante. For the higher levels of Ardent Dilettante I'm qualified by the two levels of Unseen Seer. But it would feel like kinda waste not to use the damage bonus, and sneak attack/sudden strike would match from the flavor, too. But I don't know any items to get the ability in the first place (at least I got one for trapfinding).

Q 146: A riding dog is listed as having Str 15, Dex 15, Con 15, Int 2, Wis 12, Cha 6.  If I buy a middle-aged riding dog, does it have Str 14, Dex 14, Con 14, Int 3, Wis 13, Cha 7? 

Q 147: Supposing middle-aged dogs are intelligent enough to learn a language, what's the cheapest way to grant a dog an understanding of common?

I've just realised that druids and clerics don't need sleep to refresh spells, just 1hr to chill out each day.

Q148:
Can my druid wake up at dawn, cast his remaining spells from yesterday, then meditate for an hour and prepare his new set while the previous ones are still in effect?

Q149:
Can my druid cast Owls Insight (pumping wisdom for 1 hour) and prepare bonus spells based off his high wisdom? (if 1hr isn't enough he can extend it)
If so, a) would he have to use them within the hour before Owl's Insight wares off?
b) would he have to cast Owl's Insight before or after he meditated?

There are a few Vestiges that grant Tongues.  One is Humanoid only, and one prevents you from lying in that language.  Might help though.

Q150:  are there any 1st level spells that can move an ally?  I am playing a supermount w/ a dragon, and I want to make him a bit more mobile.  I know there's Hustle, Slide, and Greater Slide, along w/ Lion's Charge, but I'm trying to get it as cheap as possible.  It's fine if it's a standard action to cast.

A151: It becomes a magical beast and (unless the DM Rule 0's it) no longer qualifies as an animal companion (since it needs to remain an animal).

Some is obvious, some is not. Are there rules for what happens to an animal companion when it's druid abandons it?
