Q: Do you think the vestige Ipos would grant protection from the Sun and Running Water for a vampire binder?

Quote
Planar Attenuation: You gain protection from the natural effects of a specific plane. These effects include extremes in temperature, lack of air, poisonous fumes, emanations of positive or negative energy, or other attributes of the plane itself. You can change the plane to which you are attuned as a standard action.

My argument would be that to the character the Sun or running water poses a natural damaging aspect of the plane.

I don't think that ability would prevent a river of lava from burning a normal person. Likewise, I don't think it would protect a vampire from running water. Isn't this spelled out in the spell this ability is based on? A river isn't a feature inherent to the entire plane itself. It is just a specific geographic feature.

The argument about the sun is a better one, as not every plane has one, it is more or less omnipresent throughout the whole plane (unless you consider underground areas...), and it is certainly harmful to the vampire.

Q64:  Are there any cheap (let's say at/below 4,000 gp) items to increase manifester level by 1 or more?

Unfortunately what I quoted was the entirety of the entry for the ability. I just wanted to hear what other people thought about it and if it only protects against the sun that's good enough for me.

Just trying to think of things that might come up if the Vampire in our current adventure turns my Binder.

Q63: I need a feat/ability/anything that says: "When an opponent misses you (because of concealment) you get an free 5 ft step". Or hopefullly something very close.

There is a two-feat combo that works like that: Karmic Strike + Evasive Reflexes

Too bad that´s only for attacks of opportunity. Otherwise that´s just what I´m looking for.
You didn't look up Karmic Strike? That gives you an AoO whenever someone misses you with an attack. The combo means you can take a 5' step anytime someone misses you. Or are you not happy because it's limited by the number of attacks of opportunity you can take? I don't think there is a way to do this beyond these two feats at all.

Actually Karmic strike gives me an AoO whenever an opponent hits me in melee (CW, p102). And I´m not sure but if the attack and the AoO happen simultaneously, can I even use Evasive Reflexes? "When i hit you, you hit me back, but you don´t hit me and instead move away?" Does not compute. *headache*

The combo works better with Robilar´s Gambit (PHB2, p 82), giving an AoO (or in this case, a 5ft step) whether the opponent hits or not. Has has a hefty BAB requirement though, but otherwise I think it´s golden, so thanks for the idea.

Only other one I found was the PF psionic Soulknife ability Combat Slide, but that requires an Immediate action, which screws up my actions.

Sorry about the confusion there.

Q65: What ways are there to get a full attack as touch attacks?  Ways that come to mind include: Wraithstrike, Ice Axe, Eldritch Glaive, and the Pyrokineticist's whip.  What other ways are there?

No.  The Sun and Running Water are not "attributes of the plane itself."  It protects you from things that are specifically noted as being traits and dangers of each plane, such as the plane of fire's chance to ignite people and objects.  It doesn't protect you from your own vulnerability to running water, nor from any other random hazards like pit traps and avalanche prone mountains.

I can see where you're coming from for that. Do you think it would it apply if the vampire was plane shifted to the plane of water?

Answering more of my own question, I missed Flame Blade, Fire Shuriken, and Thunderlance on this list.  Anything else?

Maybe this would make a decent thread/mini-guide. I can think of Blade of Pain and Fear also, but I'm sure there are more.

Non magically thrown alchemical vials are all touch attacks that you can Full Attack with. Might be able to do it with the capsuls on weapons as well.

I don't think the elemental plane of water is "running", really.

The phoenix mask from MIC is a good way to get immunity to damaging sunlight effects, provided you pick a base race that gets dazzled in the sun, since it provides immunity to the entire effect that would dazzle or blind you, rather than just prevent the condition.

Q66: What are some good Arcane spells of levels 1-3 for use against undead? My 5th level conjuror is getting the chance to expand his spellbook on the cheap, and we've been informed that the next section of the campaign is going to be an undead-heavy dungeon delve. He's got the usual complement of GOD spells, but nothing specifically geared towards undead. I'm especially hoping for obscure-sourced super-effective spells that will make my DM start gibbering and foaming at the mouth.

Well according to my GM the Ocean is considered running, so I don't see why a plane filled with water would be any different. I can't choose my race as the character at risk started out as a human, though since he's currently an outsider, due to his vestige Zceryll, he may not be suseptible to the change anyway.

Just trying to find ways to keep playing this character if he gets changed. I'll have to look up that mask. Otherwise he may need to bind Tenebrous and just walk around in an orb of darkness anytime he needs to go out.

The ability appears to be secretly based on the Avoid Planar Effects spell on page 19 of the Spell Compendium. That in turn refers you to the section in the DMG on planes, which starts on page 147.

You could also try becoming a vampire lord, which would change "dead" to "weakened".

Necklace of Adaptation.  You're not immersed in water, you're just surrounded by it.  Might need a loyal friend or a summon or something to tow you around if the DM is being a dick about crossing allegedly running water, but at least it won't kill you.

Circlet of Wild Surging (Magic Item Compendium 87) costs 4200. It has restrictions, of course, but is a good bit cheaper than the ioun stone. The Magic Mantle enacts full transparency, which should open access to the caster level bumping material edit: on second thought, probably not; meh. The thread http://www.giantitp.com/forums/showthread.php?t=127103 was in my bookmarks folder, but I do not remember if it is any good.
