Convincing the rich whale fat enemas are healthy

Necromancer wishes to have item allowing hi to rebuke undead, he's got about 20k to spend.  Any thoughts?  Im assuming I'll have to make something from scratch

There is an item in Player's Guide to Faerun, shroudcrown, that let's a character turn undead as a 10th-level cleric.  It also provides a continuous hide from undead effect and a +2 resistance bonus on saves versus undead. 

There's also the bone talisman spell.

At 113000 GP shroudcrown is out of the price range of the player.  Might have to do something with the spell then.
