In current-season anime, watched the first ep of Dantalian no Shoka (sic) and it seems interesting. Gainax work, based on a light novel series.
Commence WMG about that woman at the start. Also, protagonist looks like Graham Aker.

Highlights of the Meguca drama CD 2 Madoka: Huh? Failed?! (note: literally ‘a red mark’) What should I do!? I’ve turned in to an idiot after becoming a Puella Magi!”
Balancing adventuring and a steady school life is hard~ Hitomi: Sayaka-san, Madoka-san, I’ll lend you my notes to you. Sayaka: Huh? Hitomi: My important/precious friends are in a bind, I can’t just leave them be. Madoka: Thank you Hitomi-chan! Hitomi: And besides, I would like to be fight/compete against my rival equally. Sayaka: Urg. Forget it; we don’t need your notes! Madoka: Wha-! Hitomi: Really? I understand then, but if there’s anything I can help you with don’t hesitate to ask. Madoka: AH! The notes! A principle is more important than grades to her huh. Mami: Please, come in. Madoka: Thanks for having us. Homura: Thank you for having us. Kyouko: Thanks. Sayaka: Hey, why are you guys here? Homura: Why? It’s obvious isn’t it? I’m worried about Madoka who failed her test of course. Madoka: Homura-chan… Kyouko: And I’m here ‘cause Mami invited me to eat some cake. Mami: I have some delicious cake, so I thought it might be nice/more fun if everyone came. Sayaka: Now all five magical girls are here. Homura: This isn’t so bad of a parallel world. Cake! Madoka: Nothing! But you know Mami-san and Homura-chan are so good at studying. I wonder if this means any idiot can be a magical girl. Kyubey: Can’t say it’s never happened before, there are Magical girls out there who have no head for tactics but just rely only their physical and magical strength to see them through. Though it’s not recommended to fight this way. Homura: Kyubey, if you say anything more, I will bury you. Madoka, you’re not dumb/stupid. Who needs brains when you have Baka Power? Sayaka: But Madoka only just has to try a bit harder and it’s only English. I still have to retake my Math test! Madoka: Huh? Really, Sayaka-chan? Kyouko: Oh My God. Sayaka is an idiot~ Sayaka: That’s it! Homura, you have the ability to stop time during the test right! Wait, don’t tell me… Homura: Miki Sayaka… I have never even thought that before (ie It’s never occurred to me) Sayaka: Eh? Madoka: Sayaka-chan… Homura-chan would never do such a thing. Homura: To think there’s a person… who would think about stopping time just for a test. Sayaka: E-everyone thinks about it once right?! Kyouko: I~ wouldn’t~ know~! Sayaka: Huh? Really? Only me?! Gah. Some Hero Of Justice you are, lying, cheating, stealing. Sayaka: Got it, at least we know it’s a low level familiar that steals girl’s underwear! Madoka: Maybe it’s hiding itself somewhere. Kyouko: It might have run away. Moreover, what was it going to do with stolen underwear? Sayaka: What was it… You seriously don’t know? Kyouko: I could understand if it was new but someone else already used it. I wouldn’t want it used. Homura: There lies the value. Kyouko: I just don’t get it… Too innocent? Kyouko: Sayaka, I’ll cover for you. Sayaka: Thanks Kyouko. Found it. Enemy of women!! Take~ th~ Cat: *meow* Sayaka: Meow? Kyouko: Hey did it just meow. Homura: It did meow. Meow Homura: The one that this cat just dropped a moment ago, I believe that it’s Shizuki Hitomi’s. Madoka: Um, I’ll secretly return it to Hitomi’s house later. Sayaka: Ah, I’ll hold on to it for her. Hm, I see… So this is… Hitomi’s panty…So she goes around wearing something like this… What is she planning to do with her rival's pantsu?! Kyouko: And ya fired a Tiro Finale at a cat. Tiro~ Finale~ Mami: Stop making fun of me already. But I’m so relieved that the kitty managed dodged it. The poor kitteh.

It also looks like basically Card Captor Sakura with books instead of cards (and a British earl instead of a Japanese schoolgirl), but it's too early to quite say for certain. My guess? Library Girl is Dantalian (*grumble*). Though maybe that's too obvious.

Check. -Magic powers activated by key carried around the neck? Check. Somewhere out in the multiverse Clow is going "Just as planned".jpg Altough there's still the question of who's the blonde girl in the begginning. Well CCS had two "familiars" as well, one of which was only fully presented mid-series. You mean how Card Captor Sakura is a mix of Pokemon and Yu-Gi-Oh? *dodges bricks*
That would be kinda hard considering CCS came out before either of those. *throws another volley of bricks anyway*

Don't blame me, blame whoever figured that the best idea was to bring Pokémon, Yu-Gi-Oh and CCS to my country in that order.

CCS anime first aired on Brasil in 1998, Pokemon anime only in 2002. You probably missed the first and ended up caughting a re-run of the series (they've like repeated it four times in TV where I live). So I still blame you.

...Wait, how in the flying fuck do you know that?
Also, it depends where it was aired. If the first airing was at Globo, I missed it on the account that I was probably in school at the time.

Wikipedia has it all. Também ajuda saber a mesma língua base. Globo is included on the local airing stations, but it doesn't specify wich one was the first to do so.

Didn't you get the memo? Portuguese is the 5th most spoken language in the net! And that number will just keep growing as portguese-speaking countries out there develop. Even in the anime and manga communities you can see our numbers swell up!

Huh. I figure English is somewhere above that. Maybe Chinese too. Which are the other 4?
Also, depends on the anime/manga in question. I doubt there are that many, say, Gundam fans among the Portuguese speakers. (Wing doesn't count!)

Stats are slightly different on the net. I imagine a good portion of the "English" stat comes from non-native speakers speaking in a common language. http://www.internetworldstats.com/stats7.htm
