What the heck is Precise Strike? Do you mean the homebrew feat on DnDwiki, because that's the only thing I can find?

Discard Soulbound Weapon, take a Martial Discipline weapon, and drop a feat into Martial Stance for a constant +4 to hit.
I thought that's what it did, but the +3 applies only using a maneuver. But then it contradicts itself in the example.

Since the "example" is in the Effect: block, that trumps whatever else is said about stances not counting as maneuvers.
Also, at one point in the book they say flat out "stances are a special kind of maneuvers"

You need Swordsage 2 for Assassin's Stance.  Your first stance has to be a first level one.

Would taking the Swordsage level at level 9 and using a feat to get the stance work?

Its  a feat from Dragon 310, where you forgo sneak attack dice to get a +2 bonus to hit. Which most people then PA into 4 points of damage.

It should.  The restriction only applies to your first stance gained via Swordsage, Crusader, or Warblade.
